ENDOWMENT
What is Endowment?
Scouting endowment is the transfer of money or property from a donor to the Potawatomi Area Council with the stipulation that it be invested and the principle remain intact.
All gifts and bequests made to the Potawatomi Area Council for endowment purposes will be held permanently in the Potawatomi Area Council’s Endowment Trust Fund. Income up to 3% of the market value of the Endowment Trust Fund will be used each year for those operating purposes that the Executive Board believes to be the most important or for specific purposes specified by the respective donors.
Gifts to the endowment can be given in honor of someone, in memory of someone or in your own name. There are four distinct recognition levels for gifts to the council. The national recognition levels are:
The James E. West Fellowship
James E. West was the first Chief Scout Executive of the Boy Scouts of America, and he served in that position for more than three decades. The West Fellowship award is available for gifts of $1,000 and up in cash or marketable securities to the council endowment fund. The gift must be in addition to – and not diminish – the donor’s annual Friends of Scouting support.
Four additional levels of the James E. West beyond the $1,000 level have been recently added as recognition levels. These levels are:
Bronze: $2,500
Sliver: $5,000
Gold: $10,000
Platinum: $15,000

The 1910 Society
Founded in 1910, the Boy Scouts of America has grown into something larger and more significant than anyone anticipated. We honor that special date by presenting the 1910 Society award to donors who make gifts of $25,000 or more to the council endowment fund. These gifts can be in the form of cash, securities, land, five-year pledges, or other property suitable for the council endowment or easily converted to cash.
- Ernest Thompson Seton, nationally know artist and naturalist, author of the first official American Scout handbook and many other books important to Scouting;
Seton Level: $25,000 minimum gift
- Daniel Carter Beard, first chairman of the National Court of Honor, national Scout commissioner, and author of many well-know books and stories for youth;
Beard Level: $100,000 minimum gift
- Theodore Roosevelt, first Chief Scout Citizen, first vice president of the BSA, and U.S. president:
Roosevelt Level: $500,000 minimum gift
- Waite Phillips, one of the BSA’s first benefactors, and donor to the BSA of almost 130,000 acres of land in New Mexico which became Philmont Scout Ranch;
Phillips Level: $1,000,000 minimum gift
Phillips Silver Level: $5,000,000 minimum gift
Phillips Gold Level: $10,000,000 minimum gift

The Founders Circle
The Founders Circle is intended to recognize deferred gifts designated for council endowment funds. With deferred giving (also called planned giving) so widely and effectively used by many donors, the BSA wants to recognize the importance of such major gifts. Donors are recognized for gift commitments of $100,000 or more. Unlike the other endowment recognition awards, a donor may qualify for membership with gifts made through:
- Charitable bequests in a will or codicil
- Charitable trusts, such a unitrusts, annuity trusts, and lead trusts
- BSA Gift Annuities or BSA Pooled Income Fund gifts
- Life insurance/retirement plan designations
- Other deferred gifts approved by the Potawatomi Area council
There are four levels of membership within the Founders Circle
- Bronze $100,000 minimum gift commitment
- Silver $250,000 minimum gift commitment
- Gold $500,000 minimum gift commitment
- Platinum $1,000,000 minimum gift commitment

Scout Philanthropy Society
The newest levels of recognition are offered to donors who make major gifts to – or through – the National BSA Foundation. These gifts may in the form of outright gifts, advised funds, charitable trusts, or similar gift vehicles and may benefit one or more local councils, Scouting initiatives of either the BSA Foundation or the Boy Scouts of America. There are four levels of recognition in the Scout Philanthropy Society:
- $1,000,000 + level (Fifty percent or more must be outright.)
- $10,000,000 + level (Ten percent or more must be outright.)
- $25,000,000 + level (Ten percent or more must be outright.)
- $100,000,000 + level (Ten percent or more must be outright.)
Scouting Heritage Society
The Potawatomi Area Council established the Scouting Heritage Society to encourage support for the Endowment Trust Fund. Individuals, companies or institutions that join are recognized as those who believe in preserving the tradition and values of Scouting, as well as perpetuating its future for generations to come. Those who join will be acknowledged as lifetime members of the Scouting Heritage Society with appropriate recognition and privileges. A letter of intent is needed for future gifts to be designated in a will. (click for form)
All gifts to the Potawatomi Area Council Endowment Fund will be held in perpetuity. The funds are managed so that some of the interest is used to annually support programs of the council while the rest of the interest is used to grow the principle.
